Background of the Study:
Healthcare worker shortages are a critical issue affecting service delivery in many regions, including Gombe State. A shortage of qualified healthcare professionals can lead to overburdened facilities, longer wait times, and compromised patient care. In Gombe State, factors such as migration of skilled workers, inadequate training programs, and poor retention strategies contribute to the workforce deficit (Oluwaseun, 2023). These shortages are particularly pronounced in rural and underserved areas where access to medical care is already limited. The absence of sufficient healthcare personnel not only affects routine healthcare delivery but also hampers the ability to respond effectively to emergencies and outbreaks.

In addition to workforce shortages, the distribution of healthcare workers is often uneven, with urban centers receiving a disproportionate share of available professionals compared to rural areas. This inequity further exacerbates health disparities and leads to increased morbidity and mortality among vulnerable populations. The quality of care suffers when healthcare workers are overworked, which can result in burnout and further attrition from the workforce. Recent research has highlighted that addressing healthcare worker shortages is essential for improving the overall efficiency and quality of healthcare service delivery (Ibrahim, 2024). This study aims to investigate the impact of healthcare worker shortages on service delivery in Gombe State by examining the extent of the shortage, its effects on healthcare outcomes, and the potential solutions to mitigate this challenge (Fatima, 2025).

Statement of the Problem:
Gombe State is confronted with a severe shortage of healthcare workers, which significantly hampers the delivery of quality healthcare services. The limited availability of physicians, nurses, and allied health professionals has resulted in overcrowded facilities, prolonged waiting times, and a decline in the quality of care provided to patients (Umar, 2023). This shortage is particularly critical in rural areas, where the lack of skilled personnel means that residents often have no alternative but to rely on under-resourced health centers or seek care outside the state. The shortage not only affects routine service delivery but also undermines the state’s capacity to respond to public health emergencies and infectious disease outbreaks. The underlying factors contributing to the shortage include brain drain, inadequate training capacity, and poor working conditions that lead to low staff retention (Saleh, 2024). Consequently, the overall health outcomes in Gombe State remain suboptimal, and the burden on the healthcare system continues to grow.

Objectives of the Study:

  • To assess the extent of healthcare worker shortages in Gombe State.
  • To evaluate the impact of these shortages on the quality and efficiency of healthcare service delivery.
  • To propose strategies to improve workforce recruitment and retention.

Research Questions:

  • What is the current shortage level of healthcare workers in Gombe State?
  • How do healthcare worker shortages affect patient care and service delivery?
  • What interventions can mitigate the impact of workforce shortages?

Research Hypotheses:

  • H1: Healthcare worker shortages are significantly associated with decreased quality of care.
  • H2: Overburdened healthcare facilities experience higher rates of patient dissatisfaction and adverse outcomes.
  • H3: Implementation of targeted recruitment and retention strategies will improve service delivery.

Scope and Limitations of the Study:
This study focuses on selected healthcare facilities in Gombe State. Limitations include potential variability in facility reporting and challenges in quantifying qualitative impacts on care quality.

Definitions of Terms:

  • Healthcare Worker Shortages: Insufficient numbers of qualified medical professionals to meet the healthcare needs of a population.
  • Service Delivery: The provision and quality of healthcare services offered to patients.
  • Retention: The ability to keep healthcare workers employed in a given system.
